Education

1977-1982: Peoples’ Friendship University, Moscow, Russia. BS in mathematics
1982-1986: Yerevan State University, MS in mathematics

Professional experience

1984-1990: Worked as theoretical mathematician, Yerevan Automated Control Systems Scientific Research Institute

1988-1990: Participated in the independence movement. Ran the information center of the Armenian National Movement and published the Movement’s newspapers and other samizdat literature.

1990-1991: Served as Advisor to the President of the Supreme Council (Parliament) of the Republic of Armenia

1991: By a joint decree of the Presidium of the Supreme Council and the Council of Ministers of the Republic of Armenia, was sent to the USA with the task of establishing diplomatic missions of the Republic of Armenia.

1992-1993: Served as Armenia’s Ambassador to the USA

1992-1996: Served as Ambassador Extraordinary and Plenipotentiary, Permanent Representative of the Republic of Armenia to the United Nations

1996-1998: Served as Minister for Foreign Affairs of the Republic of Armenia

1998-2000: Worked as chief advisor to the president of Armagrobank

2000-2012: Participated in local politics, as chairman of the Armenian National Movement (2000–2002 and 2008-2012), and worked with local and international NGOs in the area of human rights, democracy, and regional cooperation.

2001-2004: Was a founding member of the Turkish Armenian Reconciliation Commission (TARC), an independent group of prominent Armenians and Turks that commissioned a groundbreaking legal analysis from the International Center for Transitional Justice regarding the applicability of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide to the Armenian Genocide

2012-2017: Served as Member of the National Assembly (Parliament) of the Republic of Armenia and vice-chairman of the National Assembly Standing Committee on Foreign Relations.
